BOARD OF DIRECTORS POLICY #92-4, AMENDMENT 1

ISSUED: 08/11/93 AMENDED: 05/20/98 AMENDED: 01/20/2002

EFFECTIVE: 08/11/93 REISSUED: 05/20/98

REISSUED: 02/22/95

SUBJECT: SPORTS PROGRAM TRYOUTS/PLACEMENTS

I.    STATEMENT OF POLICY:

1.      Dates and locations for all tryouts/placements sessions for CAC sponsored sports programs will be announced in the local media and posted on the CAC web-site at least three (3) weeks prior to the first session.

2.      All CAC participants shall be afforded the opportunity to earn a position on any CAC sponsored team, including select teams, within a CAC sponsored program by a demonstration of talent and ability. As such, there shall be a minimum of two (2) tryout dates on different and non-consecutive days of the week for all CAC sponsored sports programs and teams that require cuts and/or placements. Intramural programs are excluded.

3.      It shall be the policy of CAC sports programs to make every effort to see that the qualifications and abilities of applications or participants are judged equitably, honestly, and fairly.

II.  METHODOLOGY:

1.      CAC tryouts/placements will be overseen by the coaches from the applicable age group, under the direction of their respective commissioner or designee.  An evaluation/rating system must be in place prior to the first session.

2.      A separate evaluator or rating panel will be established to independently assess and rank the qualifications and abilities of applicants or participants, concurrently with the coach or coaches.  Coaches or parents who do not have any interest in the results of the participants can be used.  Commissioners from different sports should assist each other in this effort as much as possible.

3.      At the conclusion of the tryouts/placements, the commissioner or designee should compare evaluations from the evaluators or rating panel and coaches looking for any discord which may exist with the coaches’ evaluations. The sport commissioner should then meet with the coach or coaching staff and determine the reason for any variance.  Team selection should be conducted in the presence of all coaches (within their respective age group), and the commissioner.

4.      Applicants or participants with the highest ratings should be placed on the most competitive team.  Thus, remaining applicants or participants should be placed according to their respective rating.  The sport commissioner shall make the final determination in case of any ties, taking into consideration if necessary the following “tie breakers”:

a)      An applicant or participant shall be awarded some precedence if they are in their last year of eligibility for the team on which they are trying out for.  In other words, a child who must move up to an older age bracket the following year will benefit more from being in the top team in that age bracket over a child who may return to the top team in that age bracket the following year.

b)      A Crofton resident who lives within the “community” boundaries as defined in Article II, Section 1, paragraph c, shall have precedence on all cases over a player who lives outside of the boundaries.

III.       DEFINITIONS:

1.      Tryout: A competitive and equal test to ascertain the qualifications and abilities of applicants or participants.  Whereas applicants or participants not making the team will be cut.

2.      Placement:  A competitive and equal test to ascertain the qualifications and abilities of applicants or participants whereas team placement is by ability.

IV.       DISTRIBUTION

1.      Distribution to all Crofton Athletic Council Board Members, Commissioners, and Coaches.

2.   Publication on the CAC Web Site.
