THE CAC ADMINISTRATIVE ASSISTANT, WITH THE ASSISTANCE OF EACH SPORT COMMISSIONER IS TO DISTRIBUTE A COPY OF THIS HANDBOOK TO EACH CERTIFIED ADULT COACH WITHIN THE CAC. THE CAC ADMINISTRATIVE ASSISTANT SHALL MAINTAIN A RECORD OF THE SIGNED COACHING REGISTRATION FORMS WHICH SERVE AS A RECEIPT FOR THIS HANDBOOK. ADDITIONALLY, A SIGNED COACHES CODE OF ETHICS AND A SIGNED APPLICATION FOR CRIMINAL BACKGROUND CHECK SHALL BE MAINTAINED ON FILE. THE CAC ADMINISTRATIVE ASSISTANT SHALL UPDATE EACH COACHES HANDBOOK WHEN NECESSARY WITH THE ASSISTANCE OF EACH SPORT COMMISSIONER.

CROFTON ATHLETIC COUNCIL
SPORTS GOALS
The Crofton Athletic Council is a non-profit organization dedicated to serving the youth in the community by fostering in them the principle of fair play, good sportsmanship, competitive spirit, tolerance and friendship. The purpose of the organization will be to achieve these goals by offering opportunity, participation and competition by providing to the extent possible, (a) Instructional Programs, (b) Intramural Sports, (c) County Sports, and (d) all related activities.
The Crofton Athletic Council Sports Goals include:
Ø Providing the children of Crofton the opportunity to participate in a variety of sports.
Ø Providing the player with a safe environment where they can improve their skills.
Ø Providing an environment that encourages the players to have fun while learning.
Ø Providing all players adequate and fair playing time in practices and games.
We
are volunteers who must adhere to the following:
1.
The
sport is for the participating children to have fun and learn specific skills.
2.
We
must encourage each other to cheer for our team's good plays.
3.
We
must refrain from heckling the opposing team's errors.
4.
We
must refrain from badgering the officials and opposing team's coaches and
players. We are aware the CAC will not tolerate any verbal or physical abuse or
assault on a referee or umpire by a coach, parent, youth participant, or in
general any member of the CAC, regardless of the circumstances, location, or
time of occurrence. We are aware the
CAC categorically prohibits any coach, parent, youth participant, or in general
any member of the CAC from approaching and challenging his/her call or verbally
taunting a game official in any way. We are aware that any and all complaints,
challenges, or protests must be handled through any available and proper appeal
process. We are aware that any instance of this type of behavior may subject
the violator to disciplinary actions pursuant with the bylaws and policies of
the CAC.
5.
The
COACH must set the example of good sportsmanship.
6. Parents
and fans must allow the coach to be in charge and to follow his/ her good
behavior.
7.
The
COACH is responsible for his/ her team's fans behavior
8.
Coaches
and parents must display good sportsmanship behavior so our children will use
us as positive role models.
9.
Remembering to keep our priorities in order, help
stimulate the positive attitude towards sports as the children grow into
adulthood.

TO THE CAC BOARD:
Ø Act within and support the CAC bylaws and all CAC policies and be accountable for the actions and conduct of the Program's coaches, parents, and players
Ø Attend CAC Board meetings when requested and coordinate program activities with their sport's board liaison Provide program updates to their sport's board liaison prior to each board meeting
TO THE COMMUNITY:
Ø Organize and manage a Program that fosters fair play, sportsmanship, competitive spirit, tolerance, and friendship and offers the youth of the community opportunity, participation, and competition.
TO THE SPORTS PROGRAM:
Ø Appoint Head Coaches at the beginning of each new season and approve all assistant coach selections. Select coaches based on their ability, training, past performance and attitude.
Ø Provide training for all coaches as necessary.
Ø Prepare and manage the Program budget. Budgets must be prepared and presented to the Board, pursuant with the Bylaws of the Council, as follows:
Spring sports commissioners are required to submit a budget for approval no later than December 1st for the upcoming year, to be approved by the Board no later than December 15th, for the upcoming calendar year. Spring sports commissioners who have additional seasons should submit their entire annual budget with the spring submission.
Fall sports commissioners are required to submit a budget for approval no later than March 1st, to be approved by the Board no later than March 15th.
Winter sports commissioners are required to submit a budget for approval no later than May 1st, to be approved by the Board no later than May 15th.
Budgets should be prepared in a standard format provided by the CAC treasurer.
Ø Coordinate facility needs and schedules with the Maintenance and Facilities committee and other in season sports.
Ø Schedule practices and games.
Ø Coordinate Program specific facility requirements (lining fields, setting up for games, etc.)
Ø Coordinate the purchase, distribution, accountability, collection, storage, and inventory control of all CAC owned equipment and uniforms specific to the Program. Manage all assets and conduct all financial transactions strictly within the CAC bylaws, policies, and guidelines.
Ø Coordinate team pictures and awards.
Ø Distribute and control the use of keys and combinations for all gates, storage facilities, and lights by coaches and volunteers participating in the specific Program.
Ø Represent the CAC in any associated county or select team programs and leagues and work within the policies of those programs and leagues except when those policies conflict with CAC bylaws and policies. Surface all conflicts to the CAC Board for resolution.
Ø Attend open registration sessions for the sport or send a sport representative.
Ø Support and implement the facility chaperone program when applicable.
Ø Distribute the coaches handbook to all coaches, register all coaches, and provide to the Administrative Assistant of the CAC a current "Official Registration Form” signed by each participating coach.
Ø If applicable, establish a list of instructions unique to the Program and distribute to all participating coaches.
Ø Keep on file the names, addresses, phone numbers, and assignments for all Program coaches and volunteers and provide a summarized list to the CAC President, Secretary, and Registrar.
Ø Provide facility improvement or repair requirements and suggestions to the CAC Maintenance and Facilities committee.
Ø Coordinate "in‑house" referee programs when required.
Ø Require all Program coaches to submit accurate rosters of team participants and compare the rosters with the master registration list (provided by the registrar) for consistency. Report any discrepancies to the CAC Board within one (1) day of identification.
TO THE COACHES:
Ø Provide clear instructions and directions.
Ø Provide all necessary schedules, forms, documents, and information.
Ø
Provide training.
Ø Provide assistance in managing conflicts with parents and players.
Ø Listen to your coaches and provide the support necessary to help them succeed in creating an environment that is consistent with the CAC goals and that enables the coaches, players, and parents to enjoy their participation.
Without the parents and adults volunteering to coach the children, there would be no sports program in Crofton. The following information will hopefully make the coaching job a little easier
Ø HAVE FUN ! ! !
Ø Teach skills and sportsmanship to the players.
Ø Distribute the code of conduct to the parents during the first week of practice.
Ø Prepare and distribute schedules of practices and games in a timely manner.
Ø Make sure that all players are wearing the required protective equipment at practices and games.
Ø Prepare the playing field for games according to the commissioner's directions and assignments.
Ø Provide playing time for all players at all levels: Intramural ‑ Each child should receive equal playing time in basketball, soccer, lacrosse. In Tee‑ball, softball, and baseball all players should bat in a designated order and the positions in the field should be rotated so no one player plays the outfield all the time. County and Select teams: follow the county or your league guidelines.
Ø Attend commissioner's meeting to review all policies of the CAC and your respective league.
Ø Report all significant injuries to the commissioner.
Ø Complete all necessary forms, rosters, and contracts at the direction of the commissioner.
Ø Pay officials if necessary. The commissioner/treasurer will provide you with the money before the first game.
Ø County or select team coaches must follow policies and rules set forth by their league or county handbook. If you are not sure, refer to the handbook then to the commissioner. Items such as playing time, length of field, etc. are explained in the handbook.
Ø Scheduling scrimmages is left up to the individual coaches.
Ø Coaches are responsible for distribution and collection of all equipment and uniforms in accordance with the commissioner's instructions.
Ø ENFORCE THE RULE: All children MUST be registered and fees paid prior to participating in practices or games
Ø Schedule sufficient practices in accordance with the commissioner's guidelines
Ø Make safety a top priority
Ø Do not leave the practice site until all children are picked up
Ø Secure facilities after the last practice of the day
Ø Support and help implement the facility chaperone program
Coaches participating in the Crofton Athletic Council sports programs must support and abide by the bylaws and policies established by the Board of Directors.
IMPLEMENTATION:
Ø The
sport commissioner will establish the sports' coaching staff at the beginning
of each playing season.
Ø The head coach of each team will be appointed by the current commissioner.
Ø The coach will stay in that position for the entire season if he/she desires unless due cause can be shown why the coach should be dismissed.
Ø The head coach recommends assistant coaches for the commissioner's approval.
Ø Coaching assignments should not affect player selection for teams established through tryouts or placement sessions.
REASONS FOR
DISMISSAL:
1. Not following CAC bylaws, policies, and/or procedures.
2. Violations of the Coaches Code of Ethics.
3. Allowing players to participate in games and practices without being registered.
4. Use of profanity and/or physical force during practices or games.
5. Unsportsman like behavior toward officials, opposing coaches, spectators, or players.
6. Use of or being under the influence of alcohol or a controlled substance at any CAC sporting event, inclusive of tobacco products.
PROCEDURE FOR
COACH DISMISSAL:
1. The commissioner may dismiss a coach at any time during the sport season for actions consistent with the reasons for dismissal listed above.
2. The commissioner must submit a report in writing to the Board of Directors documenting the dismissal action, the reason for dismissal and all related information. The report should be submitted within 5 days of the dismissal action.
3. A copy of the dismissal report and a copy of the CAC grievance policy must be provided by the commissioner to the affected coach within 5 days of the dismissal action
4. The Board of Directors may, at its discretion, further investigate the dismissal action.
5. The affected coach may, at his/her discretion, file a grievance in accordance with the CAC grievance policy.
CAC PARTICIPANT DISMISSAL GUIDELINES
A participant on a CAC sponsored athletic team may
be prevented from participating (temporarily or permanently) for behavior or
conduct not consistent with the CAC bylaws, policies, and procedures or for
conduct that is disruptive or inappropriate in the team sport environment.
This shall
include, but is not limited to the following:
A participants use
of obscene language or gestures.
A participants use
of any controlled or illegal substance, including alcohol and tobacco.
The carrying of a
weapon of any type, including firearms or knives.
Fighting, or the
failure to mitigate disagreements in a manner consistent with the principles of
the Crofton Athletic Council.
PROCEDURE
FOR PARTICIPANT DISMISSAL
The coach always has the option and should always
consider a verbal warning to the participant and a discussion with the
participant's parent/ guardian as the first course of action.
To formally dismiss a participant the following
steps must be adhered to:
Step 1. The coach must notify the commissioner of
the desire to dismiss a player.
Step 2. The commissioner must notify the parent/
guardian in writing documenting the incident(s), the coaches desire to dismiss
the participant, and the corrective action necessary to prevent the dismissal
(if applicable). The commissioner shall include a copy of the CAC grievance
policy with the initial notification.
Step 3. If the appropriate corrective action is not
implemented and/or successful, the commissioner shall provide final
notification of dismissal to the parent/guardian and the Board of Directors (or
sport liaison) and the notification shall include the length of dismissal not
to exceed the duration of the remainder of the season.
COACHES GUIDELINES CONCERNING INJURIES
1.
Coaches
should make no attempt to move an injured player (where there is the potential
of such movement causing additional or compounding injuries).
2.
Coaches
should defer any medical attention to qualified medical personnel if available.
3.
When
the danger of compounding an injury has been removed (by application of a
medical device such as a bandage, splint, brace, etc ) the injured player may
be moved from the playing field and turned over to the care of the players'
parents. The parents should be advised to seek medical attention if the injury
is deemed severe enough in the judgment of the coach or, if present, medical
personnel.
4.
The
coaches at all times should have with them at all team activities, an emergency
phone number list for all their players in the event a parent or a person in
authority, is not immediately available and is needed. The list should include
at least 2 (two) emergency contacts.
5.
All coaches are strongly encouraged to participate in a coaches medical
clinic, covering first aid and
prevention of injuries.
6.
All
coaches should remember that safety is their number one priority.
By resolution of the undersigned Crofton Athletic Council Board of Directors, the enclosed requirement for participation in CAC winter sports is approved adopted and made effective July 7, 1994 for all winter sports participants whether registered currently or in the future. The Registrar is directed to require its implementation commencing with the 1994‑1995 winter sports registration (Board of Directors signatures on file at Town Hall).
CHAPERONE COMMITMENT FOR
PARENTS
OF CROFTON CHILDREN PARTICIPATING
IN
CAC INDOOR SPORTS PROGRAMS
PURPOSE: Within the last 2 years, there have been numerous instances of vandalism and destruction of property in thc Crofton public schools, some of which have occurred during CAC sponsored practices, games and events. As a result, school officials are requiring the CAC to implement preventive measures as a condition to our continued use of their facilities.
The schools have advised the CAC that the next time damage attributable to CAC activities occurs, thc CAC will be denied use of the facility. If that occurs, the indoor winter programs will be TERMINATED since the public schools are the only available locations for our teams. Much of the destruction has been done, not by CAC team members, but by accompanying children often left unattended. Thc coaches alone cannot patrol all locations and prevent such damage.
ACTION: As a result of the foregoing the following requirements arc implemented:
Ø UNLESS A PARENT IS ACTIVELY COACHING DURING THE WINTER PROGRAM, THE ACTIVE ASSISTANCE OF PARENTS OF ALL CAC PARTICIPANTS IS NOW MANDATORY IN ORDER FOR THEIR CHILD TO PARTICIPATE IN AN INDOOR SPORT.
Ø ESSENTIALLY, EACH COACH WILL ASSIGN A PARENT AS A CHAPERONE AT ALL PRACTICE SESSIONS, GAMES AND EVENTS. THE ASSIGNED PARENT WILL BE REOUIRED TO PATROL THE AREA. HELPING TO INSURE THAT NO DAMAGE IS DONE TO SCHOOL PROPERTY AND WILL COORDINATE WITH THE SCHOOL CUSTODIAN. PARENTS WELL BE ASSIGNED ON A ROTATING BASIS TO ALL GAMES, PRACTICES AND EVENTS.
Ø PARENTS WHO REFUSE TO PARTICIPATE AS CHAPERONES WILL NOT BE PERMITTED TO REGISTER THEIR CHILD IN A CAC INDOOR PROGRAM UNLESS THEY CAN PROVIDE A SUITABLE SUBSTITUTE ALTERNATIVE AS DETERMINED BY THE COACH.
Ø DURING THE SEASON, CHILDREN OF PARENTS WHO FAIL TQ MEET ASSIGNED RESPONSIBILITIES MAY BE CUT FROM THE TEAM, AT THE DISCRETION OF THE COACH, THE COMMISSIONER, OR THE BOARD OF DIRECTORS.
Ø PARENTS WHO WANT THEIR CHILDREN TO PARTICIPATE IN INDOOR PROGRAMS ARE REOUIRED TO SIGN THE ATTACHED COMMITMENT AGREEMENT.
Ø IF A CHAPERONE IS NOT PRESENT FOR A CAC INDOOR ACTIVITY, THE COACH AND TEAM IS NOT PERMITTED TO UTILIZE THE FACILITY UNTILL A CHAPERONE IS PRESENT.
Ø
TEAM MEMBERS WHO DAMAGE SCHOOL PROPERTY WILL BE CUT
FROM THE TEAM, BE SUBJECT TO SUSPENSION FROM ALL CAC EVENTS FOR UP TO I YEAR,
AND THEIR PARENTS WILL PAY ALL DAMAGES.
CHAPERONE COMMITMENT AGREEMENT
1. In consideration of permitting my child, ________________________________ to participate in CAC sponsored indoor activities, I agree to commit to chaperone duty on a rotating basis for practices, games, or events as assigned by the coach of my child's team.
2. I understand and agree that my duty as chaperone is to patrol a designated area of the building to insure that no damage is done to physical property. I understand that I will immediately report any such damage and the person or persons committing the damage immediately to the school official on duty and to the coach.
3. I understand and agree that should I not be able to perform chaperone duty at the assigned date and time, I will notify the coach before the event and make all reasonable attempts to obtain a substitute.
4. I understand and agree that with the expressed, advance permission of the coach, I may employ a suitable substitute adult for my chaperone duty.
5. I understand and agree that I will not leave any children other than team members, at a practice, game, or event, unless accompanied by a parent or guardian other than the duty chaperone.
6. I understand and agree that when assigned as a duty chaperone, I may be required to meet with a school custodian before and/or after the event to detail condition of premises.
7. I understand and agree I am fully responsible for any and all damages caused by any of my children participating in or attending a CAC event. I will forthwith remit payment for such damages caused by my children to the school official or the CAC
8. I understand and agree that should my child commit any intentional damage to the school physical property, the child will be immediately cut from the team and may not be permitted to participate in any CAC sponsored events for up to one year (time determined from date of incident).

COACHES CODE OF ETHICS
Whereas the purposes of the Crofton Athletic Council
are to provide and encourage interest and participation in youth sports, to
insure that the youth of this community are presented with the opportunity to
attain the fullest possible moral, mental, and physical aspects resulting from
their playing sports; and to instill in all participants the highest ideals and
standards of sportsmanship: I pledge to conduct myself, and insure that my
players, spectators, supporters, etc. shall also conduct themselves in a manner
that is consistent with these goals and principles.
This shall
include, but is not limited to, the following:
1.
I
shall never knowingly permit an ineligible player to play on my team.
2.
I
shall not withhold from another coach and/or organization information
concerning potentially ineligible player(s) on their team.
3.
I
shall conduct myself, and insure that my players, spectators, supporters, etc.
shall conduct themselves in a manner that is consistent with good
sportsmanship, before, during, and after every game.
4.
I
shall make an effort to maintain and improve my knowledge of coaching
techniques so that I can teach the sport properly to my players.
5.
I
shall obtain and read, and shall abide by, the rules and guidelines for the
league or leagues in which my team participates.
6.
I
shall not schedule other league games, scrimmages, etc. that conflict with the
regular season and/or make‑up games.
7.
I
shall attempt to make‑up all canceled and/or postponed regular season
games within the time frame allocated by the League rule for scheduling make‑up/postponed
games.
8.
I
shall not harass the official(s) of the game in any manner or form. I shall
treat this person with respect; insure that my players, spectators, supporters,
etc. do the same; and I shall provide assistance to the official to insure that
the game is played within the spirit of good sportsmanship and the rules of the
game.
9.
I
shall keep my players and their parents informed about the rules, schedules,
etc.
10.
I
shall always insure that my players are supervised by myself, or another adult,
who may be acting on my behalf as allowed by the bylaws of the Crofton Athletic
Council. I shall never allow my players to be left unattended or unsupervised
at a game or practice.
11.
I
shall insure that all my player equipment is in safe condition and conforms to
the rules of the game. I shall not allow illegal/unsafe equipment to be used.
12.
I
shall never knowingly permit an injured player to play, or return to the game,
without proper medical approval.
13.
I
shall refrain from using alcoholic beverages, illegal substances and/or tobacco
while in direct supervision of players.
I understand
that actions on my part in violation of
these Code of Ethics shall subject me to disciplinary action as determined by
the Crofton Athletic Council. I understand this signed agreement with the
Crofton Athletic Council is maintained on file, continuing perpetually during
my tenure with the Crofton Athletic Council, Inc.
